Installment loans in Quebec
Borrow $300 to $3,000 and repay it over three to four months, in payments that match your pay schedule. Bad credit can still be approved.

In short
Quebec residents with bad credit can apply too. Through 911cash, your application goes to lenders in our network, which typically lend $300 to $3,000 over 90 to 120 days at 22% to 32% APR. Quebec runs its own system: every money lender needs a permit from the Office de la protection du consommateur (OPC), which can refuse one to a lender that charges more than 35%. A loan priced more than 22 points above the Bank of Canada's Bank Rate is high-cost credit, which adds a second permit, an affordability check and 10 days to cancel. Any loan can be repaid early with no penalty.
Getting an installment loan in Quebec, step by step
- Apply once. The 911cash application takes about five minutes on a phone or computer, from anywhere in Quebec.
- A lender reviews it. We pass your application to lenders in our network. One that can help contacts you and asks you to complete Instant Banking Verification, a read-only look at your recent transactions. There are no documents to upload.
- Read the contract. The lender shows you the rate, every fee and the total you'll repay before you agree to anything.
- Get the money. Funds are deposited once you sign, often the same day.
911cash is not a lender. The lender that approves you sets the rate, fees and payment dates.
Quebec's loan rules
Every lender to consumers in Quebec, online ones included, must hold a money lender permit issued by the OPC. Banks, caisses and trust companies don't need one. If a lender's credit rate is over 35%, the OPC can decline to issue or renew its permit, and it has cancelled the permits of lenders charging more than that.
High-cost credit is a loan whose credit rate, counting all credit charges, exceeds the Bank of Canada's Bank Rate by more than 22 percentage points. After the Bank's decision on October 28, 2026, the Bank Rate stands at 2.75%, which puts the threshold at 24.75%. Since the threshold moves with every change in the Bank Rate, a loan near the top of the usual 22% to 32% range will likely be high-cost credit.
A high-cost loan requires the lender to hold a second permit, and the following rules apply:
- Your lender has to check that you can afford the repayments. A lender that skips this check can't charge you any credit charges and has to give back what you've paid.
- Once both you and the lender have a copy of the contract, you have 10 days to cancel.
These rules cover all loans, whether high-cost or not:
- Your contract has to state the credit rate, the total credit charges and your total obligation, along with the number, amount and dates of payments.
- Once both you and the lender have a copy of the contract, you have 2 days to cancel a money loan.
- Early repayment is allowed at any time before the due date, and you can't be charged a penalty for it.
Quebec and payday loans
Other provinces have a payday loan system in which a two-week loan can legally cost $14 per $100. Quebec has no such system. A payday lender in Quebec must hold the same OPC money lender permit as every other lender, and the OPC can turn down a permit for a lender whose credit rate exceeds 35%.

Lenders look mostly at your income and recent banking, so a low credit score alone doesn't rule you out. You can apply from Montreal, Quebec City, Laval, Gatineau, Longueuil, Sherbrooke, Saguenay and Trois-Rivières, or anywhere else in Quebec. Applying doesn't commit you; you only agree to a loan when you sign a lender's contract.
Checking a lender
Lender permits and consumer complaints are handled by the Office de la protection du consommateur. Use its Get information about a merchant tool to see whether a lender has a permit and whether the OPC has acted against it; results appear in French. For questions or complaints, phone the OPC or fill out its online request form.
Free help with debt
If you'd be borrowing to keep up with other debts, a non-profit credit counsellor can build a budget with you and may arrange lower payments with your creditors.
- Free budget consulting is available from Associations coopératives d'économie familiale (ACEF) and other consumer groups. The association directory (in French) shows one near you.
- Accredited non-profit credit counsellors are listed by Credit Counselling Canada. A reputable agency won't charge you for a first meeting.
